| 摘 要： | 我国公立高校办学体制陈旧、方式落后、资金短缺、效益低下，无法适应社会对高等教育的需求。公立高校可以根据现行隶属关系、规模和层次，分三类进行股份制改革，实现制度创新。股份制改革进程中应明确政府责任、防止国有资产流失、注重投资者的合理回报，并要做好试点工作。

| Abstract: | China's public institutions of higher education generally have obsolete operation mechanisms,antiquated management modes,are short of funds and low in efficiency.They cannot adapt to the needs of the society for higher education.Public colleges and universities can first be divided into three categories and reforms can be conducted in light of their different conditions and according to their administrative affiliation,their scale and level.In the course of the reform,the government's responsibilities should be clarified, loss of state assets should be prevented,and the reasonable returns of the investors should be ensured.Experimental projects should be conducted before the full-scale reform is to be launched. |
