| 摘 要： | 提出"行政距离"概念。它描述的是一定行政区划内行政中心同非行政中心进行交通沟通、资源沟通和信息沟通的难易程度,是影响地方贫困程度和扶贫难度的中间变量,受到交通、资源、信息等三方面因素的影响。同时在行政距离概念下,交通、资源和信息这三者之间并不是孤立发生作用的,而是存在着相互促进、相互制约的关系。在此基础上,运用行政距离概念进行实证分析可以发现,交通不便、未形成区域性优势资源、信息流通不畅是导致农村贫困发生及难以解决的重要原因。

| Abstract: | The concept of Administrative Distance describes the connectivity of transportation, resource and informa- tion between administrative center and non - administrative center in a certain administrative area. Influenced by three factors - -transportation, resource and information, Administrative Distance is an intermediate variable affecting the de- gree of poverty of a certain place and the difficulty of poverty alleviation. Under the concept of Administrative Distance, each of these three factors do not work separately, they reinforce and restrict each other. On this basis, the empirical a- nalysis with the concept of Administrative Distance shows that transport inconvenience, lack of regional advantages and resources, and poor information flow are important factors that lead to the poverty of the rural areas and difficulty of pover- ty alleviation. |
