摘    要:转基因技术是当代科学技术的进步与成功,广泛应用于农业、食品业、医药业等领域,然而由于存在的潜在风险,其安全问题已不是纯科技问题,而是涉及到人民健康、生态环境、经济贸易的综合性问题,因此如何正确看待转基因技术成为社会的争论焦点。支持者认为它能满足人类诸如作物改良、基因治疗、医疗健康等各种要求;反对者则提出它可能会带来基因污染、伦理问题、生物武器等诸多危险。双方各执一词,然而争论的双方多集中于技术本身的风险,而在广阔的社会经济、政治和文化背景下对转基因技术作深刻反思,其实更有必要。本文坚持以人为本的科学发展观,全面分析了转基因技术的社会经济、政治、文化功能,设计了基于我国国情的转基因技术的制度体系和政策框架。

Implementing Scientific Development View and Sticking to the Innovative Way of Chinese-Style Transgenic Technology

Abstract:Transgenic technology is the progress and success in science and technology of our time.With the development of transgenic technology,it is widespread applied to agriculture,food industry,medicopharmaceutical science and other related industries.But because of its latent risk,its safety problem is not only a pure scientific and technological problem but also a comprehensive global problem about people`s health,ecological environment,economy,trade and so on.So how to put transgenic technology in perspective becomes the focus problem of the society.Transgenic technology`s supporters hold the technology can meet various demands of human beings such as crop improvement,gene therapy and medical health.But the opponents argue that the technology gives the chance for horizontal gene transfer and raises important ethical issues,biological weapons.Each side persists in its own view.But both sides put more attention on the risk of technology itself.In fact it is more significant to contemplate the technology under the background of economy,politics and culture.This paper insists on people-oriented scientific development view to elaborate its economic,political and cultural function and designs our Chinese national transgenic technology system and policy basing on national situations.
