| Abstract: | In the process of accelerated development of elementary education, the unbaLanced phenomena exist between regions, urban-rural areas, schools, and different groups. Besides the factors such as economy and society, educational investment, teacher quality and so on, the influence of education system design on the balanced development of elementary education is biggest. Thus, education system innovation is the basic guarantee for the balanced development of elementary education. |
