过程管理视角下我国政府雇员管理体系的建设

摘    要:社会经济的发展和民众对提高公共服务效率的要求催生了我国各地对政府雇员制的探索与实践。但由于各地对政府雇员的界定不同以及政府雇员制实施过程中的非理性行为,使政府雇员的管理存在一系列问题。鉴于此,应从人力资源过程管理的视角科学设置政府雇员薪酬,重视培训与开发,完善绩效评估体系,建立完善的政府雇员管理体系。

Abstract:The development of social economy and the public request for the more efficiency of public service have promoted the exploration and practice of the management system of government employees in every part of China.However,due to different definitions of government employees in different districts and the irrational perfor-mance in implementing the government employee system,a series of problems exist in its management.In view of this,it's necessary to establish the salary system of the government employees from the angle of the process management of personnel source,put emphasis on their cultivation and perfect the evaluation system,and thus establish a perfect management system of government employees.
