| Abstract: | Anhui Province is a developing province in Central China. Its rising firstly requires the of accumulation of human capital. Yet, talents stream out or are seriously wasted for the undeveloped economic condition. Thus, it is necessary to absorb, keep, educate talents by taking all kinds of measurements and devote major efforts to developing human resource. |
