| 摘 要： | 电大教育作为我国高等教育整体的一个重要组成部分，肩负着国家富强，民族振兴的重任。而它本身又受着社会政治、经济、文化和科技的支撑与制作。面对国际国内的新形势，电大人必须树立新观念，塑造新形象，开创新局面，努力把电大建成具有中国特色的远程教育开放大学。
