| 摘 要： | 党的十七大报告明确指出,要发展基层民主,扩大社会主义民主,更好地保障人民权益和社会公平正义。但由于客观和主观的诱因,我国政府决策过程中存在大量的“草根性隐蔽议程“。草根性隐蔽议程具有双向影响,对公民、对政府都会造成极大危害。因此,有必要对草根性隐蔽议程的诱因作出诊断,以便为寻找相应对策打下基础,从而使社会主义新农村建设能有一个良好的政策环境。

| Abstract: | It is pointed out in the 17th report of the Communist Party of China that chain will make more efforts to develop the democracy at the grass-roots level, and to expand the socialism democracy in order to ensure the rights and interests of the people as well as social equality and justice. However, in the process of governmental decision-making there are a considerable amount of hidden-agendas at the grass-roots level which are resulted both from objective and subjective factors. According to the research, the hidden-agendas at the grass-roots level tend to do double harms, its effects not only are bad for the public but also for the government. Hence it is necessary to make diagnosis of it and to find out the key causes, based on which we can search out the countermeasures correspondingly. Subsequently, we can contribute to the Building a new Socialist Countryside by shaping a better policy environment. |
