| 摘 要： | 近年来,我国高等学校人事制度改革取得了一定的成绩,但由于相关的法规制度体系不健全、不完善,改革没有取得应有的突出效果,并制约了改革工作的进一步深入。因此,法规体系的健全、民主机制的建立、社会保障制度的完善和人事争议仲裁制度的实施应是高校人事制度改革的主要内容。

| Abstract: | In spite of certain achievement in recent years, the college personnel reform has not achieved its desired results, or even restricted the further reforming. By analyzing reasons, the paper holds that college personnel reform should aim at amplifying, regulating and establishing democracy, perfecting social security and the implementing of the personnel disputing negotiations. |
