| 摘 要： | 紧扣地方高职院校编制“十二五”发展规划所面临的背景，形成了以《国家中长期教育改革和发展规划纲要（2010-2020年）》为指南、“十一五”发展规划为基础、科学发展观为指导、提高教育教学质量为重点、服务地方为特色的规划思路；明确了调整优化专业结构、加强教学建设与管理、“双师型”教师队伍建设、社会服务等规划重点；提出了自上而下与自下而上、统筹兼顾与突出重点、规划制定与贯彻实施相结合的规划原则。
