| Abstract: | A bibliography of articles and books concerning the fee versus free issue spans the last ten years and includes practical information for the implementation of fee-based services, as well as ethical issues which must be addressed. This is followed by a breakdown, state by state, of the progress of the "Private Enterprise Law," which would prevent state-supported libraries from offering these services. Arguments for the defense in the Arizona State University case are included. |
