| 摘 要： | 运动休闲特色小镇是经济新常态背景下的我国体育产业发展的新载体,对于推进体育产业供给侧结构性改革、加快贫困落后地区经济社会发展、落实新型城镇化战略等具有重要作用。文章从内生式发展理论的视角,分析了我国运动休闲特色小镇发展存在的问题:资金结构缺乏合理性,外部“推力”大于内部“自发力”;居民尚未形成运动休闲特色小镇发展的主体力量;文化元素挖掘不足,小镇缺乏可持续性发展动力;各利益主体之间相互牵制,缺乏合理引导与制约。通过对我国运动休闲特色小镇内生式发展模式的构建,提出发挥政府引导功能,给予相应的政策保证;明确运营管理企业发展方向,落实发展职责;明确小镇居民的主体地位,调动居民参与的积极性与主动性;健全利益保障机制,实现利益共享的发展策略。

| Abstract: | Sports and leisure towns are new carriers for the development of China's sports industry under the background of the new regular economy.They play an essential role in promoting the supply-side structural reform of the sports industry,accelerating the economic and social development of poor and backward areas,and implementing the new urbanization strategy.From the perspective of endogenous development theory,this paper analyzes the problems existing in the development of sports and leisure towns in China:the lack of rational fund structure,the external"thrust"is greater than the internal"spontaneous force";Residents have not yet formed the main force of sports and leisure characteristic town development;Lack of cultural elements excavation,the town lack of sustainable development power;Various interest subjects contain each other,lack of reasonable guidance and restriction.Through the construction of the endogenous development model of sports and leisure characteristic towns in China,the paper puts forward to give play to the guiding function of the government and give corresponding policy guarantees.Clear the development direction of the operation and management enterprises and implement the development responsibilities;Make clear the leading position of the town residents and arouse the enthusiasm and initiative of residents to participate;Improve the benefit guarantee mechanism and realize the development strategy of benefit sharing. |
