| 摘 要： | 高等教育体制与政府组织体制有很多相似之处。政府大部制改革给予高等教育体制改革诸多启示：（1）通过部委“共建”解决部属高校多头管理的矛盾；（2）中央级管理机构应有效行使监督和宏观管理的职权；（3）应合理赋予高校充分的权利。
