| 摘 要： | 十月革命前的俄国是一个官僚主义盛行的国家。在社会主义政权建立不久,就受到官僚主义的侵袭。列宁及时发现了官僚主义在国家机关和党的队伍中的蔓延,及时向全党发出了警告并与官僚主义进行斗争。列宁的斗争对抑制官僚主义起到了作用,但没能最终清除官僚主义,其中最主要原因是没有注意高度集中的政治经济体制对官僚主义的产生和蔓延所起的作用。

| Abstract: | Russia before the "October Revolution"was ruled by the bureaucracy.Not long after the socialist nation was established,the power was attacked by the bureaucracy.It is Lenin who discovered this tendency in time which was spreading among the Party and the government organizations,and warned immediately the Party of it and fought against it.Lenin's struggle slows down the spread of the bureaucracy,but cannot clear it up completely.The most important reason is that the high concentrated political and economic system supplies the field for the bureaucracy was totally neglected. |
