| 摘 要： | 内窖摘要：城镇化与城乡一体化密切相关，首先要实现城乡公共服务体系的多元化，才能进一步推动均等化目标。城镇化的迅猛发展使得资源配置由农村流向城市，形成“城乡资源金字塔式流动”；随着工业反哺农业、城市支持农村和多予少取放活方针的实施，形成“城乡资源倒金字塔式流动”。目前，城镇化发展正进入转型阶段，城乡公共服务体系建设应当抓住这一关键机遇：在倒金字塔的多元化城乡公共服务取向下，重视城镇对周边的农村的辐射及带动作用，通过建立城市对农村的“支持一反哺”长效机制，逐步推进城乡公共服务一体化，即以“城中村←→城郊村←→园中村←→集镇村←→传统村”为链条，构建城镇化建设下“多元均等”的公共服务体系。

| Abstract: | In China, urbanization and Urban-rural integration is an important part of diversified ＆equal public service. Meanwhile, di- versification is the first step and equalization is the second. At present, the urbanization has been undergoing energetic transformation. So the govearaent should succeed in overcoming the difficulties, such as only reforming of Household Regislration System; thinking much more construction of ＂hardware＂ than ＂sol,rare＂ facilities; some unreasonable and unbalanced factors of city planning and town planning. The urbanization has advanced briskly in the past years and resources flow from urban areas to city, like a pyramid model. Now, cities to help the countryside, just like a top-down pyramid model. Grasp the key opportunity to expedite development, provide diversified public services, and special efforts should be made to stress the development of small and medium-sized cities, improve the function of regional central cities develop the area surrounding large cities. Attach importance to a new system of rural public service, which is played a very positive role as a chain and economic powerhouse and a big urge of diversified ＆equal public service system from ＇villages in the city＇, ＇ suburb villages＇, ＇villages in industrial park＇, ＂villages in town＇ and ＇ traditional countryside ＇. At last, we hope that a long-term system would be established and it supply diversified ＆equal public service continuously. This is also the main point of our research. |
