| 摘 要： | 山东省统筹城乡发展、加快城乡一体化进程是全面建设小康、落实科学发展观、构建和谐社会、经济社会发展顺利渡过关键时期的必然要求。目前山东省已具备了统筹城乡发展、加快城乡一体化的条件。要实现统筹城乡发展、加快城乡一体化进程，必须彻底打破城乡二元体制，建立城乡统一的基本制度，统筹城乡建设规划及基础设施建设，积极推进农村城镇化进程，以新农村建设为契机，加快农村经济社会发展，建立“以工促农、以城带乡”的有效机制等。
