| 摘 要： | 我国高校R＆D经费投入增长缓慢、投入结构比例不当是因为存在着制度性制约因素。政府在增加R＆D经费投入的同时,应注重推进研发市场的制度建构。新制度以优化结构、注重效率为主要尺度,因此高校应依赖新制度所确立的市场规则以最优研发效率向政府、企业和社会来争取R＆D经费投入。

| Abstract: | The higher education "s R&D Investment increases slowly; the proportion is improper in investing structure in our country. The government should pay attention to the constitutional structure of the studying market. The new system is measured on the productive efficiency, therefore the higher education should strive for R&D from government, enterprise and society based on the new market law which is built on the new system. |
