| 摘 要： | 改革开放三十多年来,安徽的扶贫开发工作不断努力探索,尝试创新,经历了"体制改革推动减贫阶段(1978～1985年)"、"有组织、有计划、大规模开发式扶贫阶段(1986～1993)"、"八七扶贫攻坚阶段(1994～2000年)"和"新阶段扶贫开发阶段(2001～2010年)"四个阶段,现在已经进入第五阶段(2011～2020年)。文章把前三个阶段的扶贫归为传统的扶贫模式,与新阶段扶贫在内涵、模式、和成效方面做了对比,以期对现阶段(2011～2020年)的扶贫提出有针对性的政策建议。

| Abstract: | In more than 30 years of reform and opening up,the poverty alleviation in Anhui Province experienced four stages: "system reform push poverty reduction stage(1978~985)","organization,a planned and large-scale development-oriented aid stage(1986~1993)," "Poverty Reduction crucial stage(1994~2000)" and the new stage of poverty alleviation and development phase(2001~2010).Now it entered the fifth phase(2011~2020).With the first three stages,the forth made progress in content,pattern,and the effectiveness,in order to propose targeted policy recommendations at this stage(2011~2020) of poverty alleviation. |
