| 摘 要： | 一些地方政府热衷投资,盲目上马政府投资项目,导致我国财政资金的低效和国民经济的波动.地方政府投资行为具有复杂性,应从政府绩效评估体系、领导干部任期经济责任审计制度、投资决策制度、国有商业银行体制改革等方面,采取措施,规范和完善地方政府的投资行为.
