| 摘 要： | 政府公共财政政策能力是指政府科学制定公共财政政策和执行公共财政政策,有效实现行政目标,推动经济社会可持续发展的能力。为了切实提高政府公共财政政策能力,我们必须完善政府的公共财政政策问题发现机制、公共财政政策民主参与机制、公共财政政策执行机制、公共财政政策评估机制、公共财政政策决策者责任追究机制和公共财政政策调整机制,等等。
