| 摘 要： | 全球化时代，中国应建立“侨务文化”理论体系。从全球化时代语境出发，建立“侨务文化”的理论体系是一种时代话语要求。中国侨务文化理论体系以起源论、认识论、历史论、政策论与实践论等理论板块为体系架构，阐释中国侨务文化的起源与历史演变过程，指出中国传统文化中以“和”为中心的文化逻辑是认识论的核心，这种逻辑的基础就是中国《易经》与《墨经》中的“阴阳和合”与“同异交得”的观念。在侨务文化的历史论中，划分了侨务文化发展的主要历史阶段，指出不同阶段的主要发展特性。在对侨务文化政策观念的论述中，主张以和谐发展为主体，要以国际法律规章和国际惯例来制定我们的侨务政策，维护华侨与华人的合法权利与要求。关于侨务文化实践方面，则应当适应全球化时代科技发展的新潮流，引进华侨与华人的金融和产业投资与科技力量的合作，推动中国侨务工作的转型与现代化。

| Abstract: | The theoretical system of the ＂Overseas Chinese Culture＂ should be constructed in China in an age of globalization. It is a trend in the contexts of globalization. The framework of the Overseas Chinese Culture includes the theories of origin, concept, history, policy and practice. The paper elaborates the origin and development of the Overseas Chinese Culture and points out that ＂harmony＂ is the core of Chinese traditional culture, which is based on the concepts of the ＂unity of Yin and Yang＂ and the ＂unity of differences＂ suggested in the Chinese classics of ＂Yi Jing＂ and ＂Mo Jing＂. The history of the Overseas Chinese Culture demonstrates the major features during various historical periods. Harmonious development remains the main policy of the Overseas Chinese Culture. Policies of overseas affairs should comply with the international rules and regulations and should protect the legal rights of the overseas Chinese. The practice of the Overseas Chinese Culture should be adapted to the new trends of science and technology in an age of globalization. The practice should also attract the sound investment and collaboration of the overseas Chinese, so as to push forward the reform and modernization of overseas Chinese affairs. |
