| 摘 要： | 西部开发是一项推进式的发展举措，在整个发展过程中必须要有法治作为保障，其中宪法的作用首当其冲，然而往往被人们所忽视。宪法对西部开发的支持体现在三个方面：宪政基础引导和保障西部开发顺利进行；宪法的共和精神给西部开发提供理论支持与实践保障；西部开发所带来的利益格局的调整必须得到宪法的明确支持。

| Abstract: | There should be a legal support for the move of improving development of the western region of China. The constitution effect should have been taken seriously even though people have not paid attention to it. In three different ways we may find its real effects: it is constitutionalism that leads and ensures the development of the western region successfully; the republic spirit of the constitution offers theoretical support and guarantee in practice for the development; the change in the pattern of making profits with the development should be legalized by the force of the constitution. |
