| 摘 要： | 发行国债是政府筹集资金缓解财政压力和实施宏观经济调控与现代金融管理的重要手段,但国债的规模多大为好,是否存在着一个具有宏观性的合理界限,一直是学术界和理论界争议的焦点。从国债“度”的角度出发,结合国内实际情况,借鉴国外发达国家的经验,提出了“国债规模”应该有“度”并对我国当前形势下如何合理的把握“度”进行了探讨。

| Abstract: | The issue of national debt is a vital means for the government to raise capitals for lessoning financial pressures and carry out the macroeconomic-regulation and the modern administration of finance.However, the questions how extensive the scale of national debt is and whether there exists a macro-reasonable bound have always been the controversial ones in the academic and theoretical circles.Combining with domestically practical situation and using the experience of other developed countries for reference,this essay begins with the analytical angle of the moderate amounts of national debts to approach a subject for the reasonable grasp of it and further reaches a conclusion that the scope of national debt should be led to a moderate degree. |
