| 摘 要： | 培育和发展城市社区非营利组织对深化城市社区管理体制改革,调整社区组织结构,提高社区服务的社会化水平,建立“小政府,大社会”的社会管理与组织体系具有重大的现实意义。目前,城市社区非营利组织发展存在着法律地位、志愿参与、筹资渠道、认同与合作障碍。要扶持城市社区非营利组织的发展,需要在规范管理、完善公共财政和税收政策、培育社区参与意识,加强自身建设方面采取有效策略和措施。

| Abstract: | The development of NPOs within urban community has an important bearing on deepening the reform to management system,adjusting the organization structure,elevating the level of the service within urban community,and on establishing the social model of "Small Government,Large Society"as well.Today,the development of NPOs within urban community is faced with many obstacles,which is mainly reflected in the realm of legal status,public participation and volunteerism,funds-raising,recognition and cooperation.So,in order to boost the development of NPOs within urban community,it is needed to adopt effective countermeasures to overcome obstacles above-mentioned,the resultant proposals are listed here:to regularize the position of NPOs,to improve fiscal and tax policy,to foster public voluntary participation,and to build good partnership between NPOs and enterprises. |
