摘    要:土地利用生态效益考量已成为区域土地资源优化配置研究的重要内容。本文采用多目标优化模型,以生态承载力、生态支持能力和生态绿当量作为土地生态效益的衡量指标,对土地利用结构优化生态效益考量方法进行研究,并以南京江宁区为例,求得土地利用生态效益优化的若干方案,然后采用灰色关联度分析及主成分投影相结合的方法进行方案的社会和经济效益择优。结果表明:①该方法对土地利用结构优化生态效益考量是可行的,可以为区域的土地资源优化配置、新一轮规划修编提供有利借鉴;②采用该方法,目标年与基期年相比,研究区耕地面积减少幅度较小,可完成耕地保有量目标,园地、林地比重分别增加1.02%、4.41%,居民点工矿用地比重增加1.25%,交通用地增加0.91%,建设用地总量增加较小,土地利用结构得到优化,生态效益提升。

Abstract:Eco-efficiency measurement methods of land use have gradually become an important content of optimal allocation of land resources. Land resources is a complex system affected by natural factors, social factors, and economic factors. Therefore, land-use eco-efficiency measurements are complex issues. However, the methods of land-use eco-efficiency measurements are insufficient and simple in the domestic researches concerning optimal allocation of land use structure. Multi-objective optimization model is mainly used and is of great significance in land use structure optimization. Taking Jiangning District of Nanjing City as a case, we designs a productive way to measure eco-efficiency of optimal allocation of land resources, regarding ecological carrying capacity, ecological support capacity and ecological green equivalent as measurement indicators of land-use eco-efficiency and multi-objective optimization model is used to optimize the three measurement indicators in order to improve land-use eco-efficiency. We reached five schemes by applying matlab, combining gray correlation analysis and principal components projection model to select the superior one for social and economic benifit. The result shows: 1) this method is feasible and could be useful reference to the optimal allocation of regional land resources and the new round modification of land-use planning; 2) compared with the condition of base year, in the target year, cultivated land would decreas at a minor degree and reach the target amount of cultivated land reserved. The proportion of garden land and forest land increase by 1.02% and 4.41% respectively. Residence land, industry and mining land increase by 1.25% totally and transportation land increases by 0.91%. Meanwhile, the total amount of construction land increases less. Therefore, land use structure is optimized and ecological benefit of land use is improved; 3) Jiangning District, as one of the three new districts in Nanjing, is faced with the demand of industrial reconstruction and the upgrade of urban construction. The optimal allocation of land resources is conducive to adjust agricultural structure and improve ecological environment. The level of urbanization is improved, while the total expansion of land for building is small, which is benificial to regional sustainable development. Since the proportion of land use and cultivation is high and the unused land resources can be cultivated are very limited, the reservation of land resources is insufficient in Jiangning District. To use land resources intensively and economically and strengthen the protection of eco-environment have always been the basic principles of land use in Jiangning District.
