| 摘 要： | 建设创新型国家是我国“十一五”发展战略目标。在国家自主创新体系中,大学占有重要的地位和作用,因为它是创业活动的源头、原始创新的源头头、创新人才培养的摇篮和基地。为此,应当从大学的理念、办学指导思想和管理体制等方面加强大学的创新主体地位。同时,还要从大学创新能力的检验和评价标准、科研成果转化的能力、制度环境建设等方面对大学的创新能力进行检验和保障。

| Abstract: | The strategic target of the 11th Five Year Plan of China is to construct an innovative society.In the national innovative system,universities play a critical role for they are the source of new industries and businesses,the source of original innovation,the base for innovative people.Therefore,the principal position of universities in intellectual innovation should be enhanced and ensured through assessment of innovative capability,transfer of scientific achievements and construction of friendly environments. |
