| 摘 要： | 城乡学前教育均衡发展是实现学前教育均衡发展的关键。然而通过独立样本T检验以及泰尔指数分解统计分析发现:2016年我国各省学前教育经费支出城乡差距显著;纵观整个2011-2016年间,西部地区城乡差距有扩大趋势,中部地区城乡差距大于地区差距。导致这些差距悬殊的原因诸多,其中"城乡二元"的委托-代理关系是致使学前教育经费支出城乡差距的制度诱因;个人部分支出是学前教育经费支出城乡差距的关键因素;区域经济发展不均衡使得中西部地区教育经费支出城乡差距显著。为此,研究建议:"以省为主",立法保障各级政府对学前教育的财政投入;重视农村个人经费支出,提高农村学前教师工资待遇;加大对中西部尤其中部地区学前教育的转移支付力度。

| Abstract: | Balanced development of preschool education in urban and rural areas is the key to achieving balanced development of pre-school education.However,it is found through an independent sample T test and Theil index decomposition analysis that the expenditure of preschool education in different provinces of China varies significantly in 2016.Between 2011 and 2016,the gap between urban and rural areas in Western China is widening,and the gap between urban and rural areas in Central China is larger than regional disparity.There are many reasons for these disparities.The mandate relationship of“urban-rural duality”is the institutional cause for the gap between urban and rural areas in the expenditure on preschool education;personal expenditure is a key factor in the gap between urban and rural areas in the expenditure of pre-school education and education;the unbalanced development of regional economy makes the education expenditure in the central and western regions significantly different between the urban and rural areas.To this end,this paper suggests that each province takes the initiative to legislate for the guaranteed financial input to preschool education,pay attention to personal expenditure in rural areas and increase the salary of rural preschool teachers.In addition,it is suggested thatmore efforts should be made to transfer payments in the central and western regions in general,and in the central region in particular. |
