| 摘 要： | 以法制为视角，提出足球立法的必要性，从足球发展、社会因素、诸多足球现实问题需要法制等方面探讨足球立法的动因；从世界其它国家足球立法先例、法制足球的实践经验等探析足球立法的可行性；从足球法制建设的滞后、足球环境的改善等方面分析足球立法存在的困境。
