| 摘 要： | 针对当前社会上对科技评估存在的不同认识，本文从公共领域科技评估中的几个关系入手，分析了这些关系的内涵与变化、误区与原因、以及对科技评估实践带来的影响。本文还从科技评估制度建设角度，对处理好这些关系提出了相关意见。

| Abstract: | With regard to the different understanding on the S&T evaluation,this paper focuses on several relationships in the S&T evaluation in the public sector,analyses their meaning and changes,misunderstanding by people and reasons,and influences on the S&T evaluation practice.The paper also,from the perspective of S&T evaluation system building,puts forward some recommendations on how to deal with well these relationships. |
