| 摘 要： | 首先分析了国际产业转移的新形势与新趋势,阐明了我国现已成为承接国际产业转移的主要国家,跨国公司在中国投资也出现了由南向北的投资战略趋势,依据黑龙江省特点,提出了黑龙江省在新一轮国际产业转移中应建立以发展装备制造业、高新技术产业为主要发展战略的新型工业产业集群以及建立与俄罗斯、省际、省内间的区域协调机制等应对策略。

| Abstract: | Firstly, the paper analyzes new situation and trend of international industry shift and shows that China has become the main country for taking international industry shift. The investment tendency of transnational corporation is changing from south to the north. It bases on the characteristics of Heilongjiang province and states that Heilongjiang, in a new round of international industry shift, should establish the main developing strategy of setting up new industry clusters focusing on developing equipment manufacture and high-tech industry,and corresponding strategy of establish regional coordinating system with Russia, other provinces and within Heilongjiang province. |
