| 摘 要： | 科技政策法规是国家、部门和地区为实现一定历史时期的科技任务而规定的基本行动准则。"十五"期间,苏州市科技法规建设取得突破性进展、科技政策体系逐步完善,但存在科技政策缺乏系统性、针对性较差、操作性不强、鼓励力度小等问题。在"以人为本"的新理念指导下建设科技政策法规体系,要反映市情特征,突出发展重点,要体现系统性、战略性和前瞻性,建立科技政策法规体系的若干保障措施。

| Abstract: | Policies and regulations for science and technology are the basic norms for the country,departments and regions to accomplish certain scientific and technological tasks.During "10th Five-Year Plan" period,great progress has been made in constructing the system of policies and regulations in this regard.However,there still exist some problems.To improve the system under the guidance of "putting people first" is to make it more systematic,strategic and far-sighted by reflecting the characteristics of the city reality,highlighting development focuses,and taking some measures to safeguard it. |
