| 摘 要： | 超期罚款是大多数高校图书馆为促进有效管理、防止资源滥用而对超期借阅者给予的一种经济处罚手段。然而,超期罚款在合法性、内容和标准等方面还存在一些问题,难以取得预期的效果。以法律为准绳建立超期罚款政策并将罚款与限权相结合,根据文献类型、借期等对罚款政策的内容加以细分,引入权重的概念,根据文献的重要性、读者需求、超期时间长短等建立相对统一的罚款标准体系等方法,将会使高校图书馆的超期罚款政策更好地发挥作用。
