| 摘 要： | 根据日汪双方签订的《日华新关系调整要纲》及《秘密谅解事项》,汪伪政府须聘请日本人担任军事、财政、经济、技术等方面的顾问。然而文本和现实之间相距甚远。日本顾问和辅佐官进入汪伪政权内部,与日本大使馆、特务机构、支那派遣军总司令部相配合,并利用各级伪府汉奸,制造了一个巨大而严密的监控网络。
