| 摘 要： | 公共性是政府的根本属性,也是其合法性的基础。然而,在社会转型期,实然与应然仍然存在着的差距甚至背离,使政府公共性日益成为问题。反思其原因有传统行政模式的弊端、缺乏良好的行政伦理、公共权力缺乏监督制约、公共精神缺失等。服务型政府建设是解决政府公共性问题的路径选择。在构建服务型政府的过程中,将社会公平作为公共行政的核心价值,强化政府公共服务职能、推进蕴涵公共行政精神的新型行政文化的转变和发展、培育成熟的公民社会等是提升政府公共性的途径。
