| 摘 要： | 研究了图书馆法的“高级法”背景,简要描述了它的轮廓。图书馆的“存在之法”是满足人类社会共存共事知识需要,“价值之法”是实现人类社会知识共有共事,“实现之法”是要求人类社会共建共治。图书馆“高级法”是衡量图书馆立法是否合法的根据。

| Abstract: | The author studies the background of "higher law" of library law, explains its oudine simply. Library "subsistence law" is to fulfil the need of coexisting and sharing social knowledge, its "value law" is to realize possessing and sharing social knowledge joindy, its"prosperity law" is to be built and managed joindy by society. Library "higher law" is the basis weighing the legality of library law. 12 refs. |
