| 摘 要： | 特别扶持政策是法国政府为促进义务教育均衡发展采取的重要举措，有效改善了法国义务教育失衡现象。借鉴法国政府在贫困地区和弱势群体中的特别扶持政策，我国政府可通过建立教育优先区、实施教师定期流动制度、建立贫困地区学生学业辅导制度、建立学生发展指导制度等举措来促进义务教育的均衡发展。

| Abstract: | As a useful tool to promote balanced development of compulsory education, the special support policy in France has effectively changed imbalance situation. By learning from the support policy in France,our government can build educational priority areas,implement teacher flowing policy and establish student tutorial and developmental guidance system to guarantee the balanced development of compulsory education. |
