| 摘 要： | 本文首先根据内生技术进步模型所认定的由于加入资本和劳动以外的第三种生产要素，使得规模报酬递增的规律，在度量研究开发投资的边际收益率和经济效果时，没有进行规模报酬不变的假设，这点使得该模型更符合现实的经济情况。其次在对技术知识存量的陈腐化率和R＆D时间滞后的研究基础上，对陕西省和上海市的R＆D投资经济效果进行了实证研究，并提出了提高陕西省R＆D投资经济效果和加快技术进步的政策建议。

| Abstract: | The endogenetic technology advancement model considers that there is an increase by degrees of scale guerdon,because the third factor is added to the capital and labor product factors.According to the model,the article is negating the hypothesis of scale guerdon fixedness in measuring the marginal yield of R&D investment and economic impact of R&D investment.The means will be much more accorded with the actual economy instance because of the above hypothesis.Under the research of the depreciation rate of technology knowledge stock and delay of R&D cycle time, the article has executed a demonstration research of economic impact of R&D investment in Shaanxi province and Shanghai,and put forward the countermeasure and advice for heightening the Shaanxi economic impact of R&D and increasing technology advancement. |
