| 摘 要： | 新型农村合作医疗制度(新农合)是一项解决我国农民大病统筹问题的制度。自2003年在全国试点推行以来取得了巨大的成就,但在制度全面推进过程中也存在许多突出的问题,主要是:立法滞后、宣传不足、监管机制不完善、资金筹集机制不健全、农村基础医疗机构服务水平低等问题。本文将对这些问题进行深入分析,并针对存在的问题提出解决对策,不断发展、完善新农合制度。

| Abstract: | The New-type rural cooperative medical insurance system is a solution to the problem of our national farmers in serious co-ordination,which has made great achievements since it has been taken pilot implementation in our country in 2003,however,there are many problems,mainly:legislation lagging、publicity is not in place、the imperfections of supervision mechanism and fund raising、the low level of rural basic medical service etc.,This paper puts emphasis on and gives the specific solutions,with the constantly development and improvement of The New-type rural cooperative medical Insurance system. |
