| 摘 要： | “法治化”不是“法律化”的同义词 ,“以德治国”也不是“人治”的复辟。在经历了无数次“人治”灾难之后 ,中国开始了法治化的进程 ;在依法治国取得举世瞩目的成绩时 ,江泽民同志又提出了“以德治国”的重要思想。是“风向”又变了吗 ?非也。在依法治国的前提下提出“以德治国” ,把“依法治国”和“以德治国”结合起来 ,是依法治国的内在要求 ,是在社会主义市场经济条件下实现人的全面发展、社会全面进步的必由之路
