| 摘 要： | 当代中国农村处于土地问题、政权结构与金融安排的制度松弛态,金融变迁的选择准则是既定目标收益条件下的成本最小化.合作金融具备信息收集、产权与非正式制度约束等优势,符合成本最小化和风险控制原则.在我国西部农村地区采取合作金融的产权与组织安排有充分的理论与现实依据.目前农村金融改革有背离服务"三农"的倾向,在关于农信社内部管理、风险形成机制的认识上存在误区,对农信社实施中央与地方双层管理潜在有地方财政风险和道德风险.政府应及时推出相关政策支持内生化合作金融的发展,重新认识合作金融的集体所有制性质,采取措施增强农信社的资金聚集能力与竞争潜能.

| Abstract: | Nowadays, China has a loose control over land supervision, power structure and financial arrangement in rural areas. As a rule, the alternative criterion for financial alteration is obtaining the target profit at the minimized cost. The cooperative finance in the countryside is superior in collecting information, right of property and informal institutional binding force, which makes it a choice system by the risk control principle. Moreover, we have adequate theoretical and realistic bases to adopt the right of property for cooperative finance and organizational arrangement. Nevertheless, there are some innegligible problems in rural financial arrangement, such as some tendency of ignoring financial service for farmers, countryside and agriculture, misunderstandings in the administration in the interior of the rural credit co-op and function of risk formation, potential moral and financial risk of the locality in the co-administration by the central and the local government and so on. Under such circumstances, the government should work out some corresponding policy to help the internal-generation cooperative finance to develop and take measures to strengthen rural credit co-ops in their capacity of hoarding funds and potentials in competition. |
