| 摘 要： | 国务院2005年颁布并实施的《信访条例》,为做好新形势下信访工作提供了有利的法律依据和法律保障。在接待信访实践中,不少信访干部不会出具《信访事项答复意见书》,影响了信访工作的正常进行。本文就新的《信访条例》对信访人提出并已受理的信访事项答复意见的内涵及法律特性、把握的法律环节、应注意的问题进行论述。

| Abstract: | The regulations on the letters and calls that the State Council promulgated and implemented in 2005 provides a good legal basis and legal protection for letters and calls work under the new situation. In the practice, a lot of cadres in charge of letters and calls can＇ t issue letters and calls reply opinion, affect- ing the normal work. In this paper, according to the new regulations on the letters and calls, the connota- tion and the legal characters, the legal links of letters and calls reply opinion and the problems that should be paid attention to have been discussed. |
