| 摘 要： | 进入21世纪,上海基础教育进入到一个高原平坡以及内涵发展阶段,基础教育均衡发展程度相对比较高,但改革上升的空间相对狭小、切入口难以把准.通过回顾和分析上海基础教育发展的历史与经验,深入思考当前和下一阶段上海基础教育发展面临的若干问题,如区域发展差异问题、外来人口子女教育问题等,或许能对上海基础教育在更高起点上实现新的突破起到促进作用.

| Abstract: | With the coming of 21st century, shanghai basic education has entered the stage of quality development, differences among basic schools are weakened, but the space for reform is becoming smaller. Deep consideration of the challenges such as local education differences and the education of the children of transient population in future, may promote shanghai basic education to get new development on a higher platform. |
