| 摘 要： | 绿色壁垒作为一种非关税壁垒,现已成为国际贸易中最隐蔽、最棘手的贸易障碍之一,因为它名义的合理性、形式的合法性、内容的广泛性和手段的隐蔽性等特点,时常使得全球环境保护和自由贸易之间的矛盾表面化、白热化,引起了各国政府的高度重视,因为它的产生是环境问题全球化的社会、政治、经济背景共同交织的必然结果,那么它也必然对世界明(生态明)进化和国际贸易的发展产生深远影响;由于其深层根源在于国际环境正义,因此,维护国际环境正义就成为有效对付绿色壁垒的重要途径。

| Abstract: | As a non-triff trade barrier, the "green Barrier" has been changed into one of the most concealed and thorny trade abstacles because its name is rational, its form is legal, its content is extensive and its means is concealed. It usually makes the contradiction between the global environmental protection and free trade come to the surface and fierce. It causes every government of each nation to pay close attention to it. Because its profound origin lies in international environmental justice, it is the important way of tackling the green barrier effectively to safeguard international environmental justice. |
