| 摘 要： | 优化政府与公众之间的信息交流渠道,提供良好的外部条件使公众广泛参与公共数字文化建设进程,有利于形成公共数字文化服务的多元共建格局,增强服务效能和活力。文章运用网络调查法,对我国公众参与公共数字文化建设现状和国外代表性实践进行总结和分析,得出公众参与公共数字文化建设的四个要素——开放性战略的引导、平台的易用性和有用性、协同化参与模式、多维度参与途径融合。在梳理国内外实践的基础上,从政府、服务机构、公众三个角度探讨推进公众参与公共数字文化建设的策略。参考文献39。

| Abstract: | Optimizing the information exchange channels between the government and the public,providing good external conditions,and allowing the public to participate in the process of public digital cultural construction,are conducive to the formation of a pluralistic co-construction pattern of public digital cultural services,and enhance service efficiency and vitality.The article uses the network survey method to summarize and analyze the current situation of public participation in the construction of public digital culture in China and foreign representative practices,and draws four elements of public digital cultural construction,that is,guidance from open strategy,usability and serviceability of platform,collaborative participation mode,and fusion of multi-dimension participation methods.Based on the summary of construction practices at home and abroad,this paper discusses the strategies of public participation in the construction of public digital culture from the perspectives of the government,service institutions and the public.39 refs. |
