| 摘 要： | 在现实的人力资源中，很多中小监理企业无视梯队建设，只依靠市场的供给，往往无法满足人力资源需求，造成人员队伍无法长期而稳定，人力资源匮乏，这种现象就是“酱缸现象”。监理企业应制定有效的关键岗位配置和后备人才甄选计划，建立企业的人才梯队。人才培养和梯队建设保证了企业可持续发展而实现企业的战略目标。
