高等学校绩效激励机制改革研究

摘    要:根据国家《高等教育法》的规定,高等教育的任务是培养具有创新精神和实践能力的高级专门人才,发展科学技术文化,促进社会主义现代化建设。我国高等教育在科研创新能力、自主研发能力和科研成果转化、办学质量与层次水平等方面的实际水平与世界发达国家相比仍然存在不小的差距。切实按照高等教育自身发展的客观规律建立起一套科学规范、独立自由、学术至上的高等院校绩效激励机制,推行高等学校绩效工资制度改革,关键是处理好岗位的设计与人岗匹配的问题。

Abstract:According to the Higher Education Law of our country,the task of higher education is to cultivate senior specialized talents with innovative spirit and practice ability,to develop science,technology and culture,and to promote socialist modernization.The practical level of China's higher education still exists large gap compared with the developed countrys in the scientific research and innovation ability,independent research and development ability and scientific research achievements,the educational quality and hierarchical levels ect.According to the higher education itself objective laws of development,to establish a scientific and standardized,independent and free,academic supreme colleges performance incentive mechanism,and to promote the higher school performance salary system reform,the key is to deal well with the problem of the design position and People hillock matching.
