| Abstract: | In order to set up a highly-efficient and well-coordinated administrative system, it is essential to manage comprehensively in such aspects as 'rule of law' building and institution building, which includes: enlarging the connotation of the principles of administrative law, restraining the administrative right of 'cutting out', setting up and amplifying administrative supervision mechanism; perfecting the working system of combining 'rule of law' with 'rule of virtue'. |
