| 摘 要： | 从国家战略的角度看,“攘外”和“安内”是一对既互相矛盾又互相依存的概念。《孙子兵法》总结了春秋以前的军事实践,关于对外战争(攘外)和国家内部稳定(安内)之间的关系,它从政治、经济和外交三个向度提出了许多精彩之论,中心是要构建一个“先为不可胜,以待敌之可胜”的“自保而全胜”的兵学理论体系。但受时代的局限,孙子对此总体上讲得还比较抽象和笼统。经过战国时代的发展,战争对社会和国家稳定的负面影响越来越大。在此背景上,《尉缭子》提出,一个国家在战前就必须在政治、经济、民心士气和战略方针等方面确立“必胜”形势,然后才能取得对外战争的全面胜利。用一句话来概括,就是“欲战先安内也”。

| Abstract: | Resisting external aggression and pacifying the interior are two contradictory and interdependent concepts in view of national strategy.The Art of War summarizes the military activities before the Spring and Autumn Period and the relationship between resisting external aggression and pacifying the interior.It puts forward a lot of brilliant statements concerning politics,economy and diplomacy,the central idea of which is to build a military theoretical system,that is,"first making themselves invincible and then waiting the enemy's moment of vulnerability",and " protecting themselves and gaining a complete victory".Nevertheless,confined to the times he lives in,Sun Tzu depicts the idea comparatively abstractly and generally.With the development of the Warring States,military activities exert increasingly negative influence on social and national stability.Under such circumstances,Wei Liao Zi states that a nation should establish a "complete victory" situation concerning politics,economy,popular support and strategic principles before military activities in order to win a complete victory over the external aggression.In short,it is pacifying the interior before resisting external aggression. |
