| 摘 要： | 治理竞技足球运动中的“黑哨”行为是当前的一个世界性难题。分析造成我国足球运动中“黑哨”行为主体犯罪的诱因：法律法规因素、主观因素、客观因素；提出改革我国足球发展体制，完善足协监督体制，健全法律法规，加强裁判员职业素养，做好预防措施和加大惩罚力度，提高薪酬等治理措施。

| Abstract: | Management of competitive football in the black whistle behavior is a current problem in the world.This paper analyzes the cause of football black whistle behavior subject crime in China: legal factors,the subjective factors and objective factors,puts forward to reform our football development system,perfects FA supervision system,laws and regulations,strengthens the occupation accomplishment,makes prevention measures and increases penalties,and increases salary. |
