摘    要:通过文献研究、实证研究和规范分析方法,旨在提出社区教育多元主体办学的法制完善建议。通过研究发现,当前多元主体参与社区教育办学的趋势初显,参与社区教育的多元主体数量和类型日益增多,参与形式途径趋于多样。现行社区教育多元主体办学存在多元主体参与主动性和持续性不足、协同性弱、社会参与制度保障缺失的问题,亟须加强规范设计和制度供给,为各类主体更好地参与社区教育提供法律支撑。研究结论:社区教育多元主体办学的法制完善可以从明确社区教育多元主体办学的价值取向、细化社区教育多元主体办学相关配套制度两个方面着手。

Abstract:Through the methods of literature research,empirical research and normative analysis,this paper aims to put forward some suggestions for the improvement of the legal system of community education.The research results show the current trend of multi-agent participation in community education,with increasing numbers and types of agents and diversified ways of participation.At the same time,there are problems in the current multi-agent school running of community education:the lack of initiative and sustainability of multi-agent participation,weak synergy and the lack of social participation system guarantee.It is urgent to strengthen the normative design and system supply to provide legal support for all kinds of agents to better participate in community education.It is concluded that the improvement of the legal system of multi-agent school running in community education can be started from two aspects:clarifying the value orientation and refining the relevant supporting systems of multi-agent school running in community education.
